The Shenzhen Urban Planning Bureau was designed by architects Studio Zhu-Pei and Urbanus and is the former’s first built project. The eight-storey building’s compact massing is composed of two rectangular blocks, one of concrete and the other of glass and steel, set side by side. The concrete volume contains private offices and the curving glass volume encloses public spaces such as an atrium, balcony corridors, and an exhibition hall. The northern concrete side acts as a barrier against a busy roadway and the southern-facing glass facade responds to pedestrian scale and ambience. Passive ventilation helps cool the atrium space. Interior wooden details, including ceiling panels and benches, complement the raw concrete. The landscape design and a shallow pool add calming natural elements. The modest scheme’s transparent curtain wall and legible organisation contribute to the project’s welcoming openness, which contrasts with typical governmental buildings.
